Pooled Liability Program

BCJPIA provides General Liability, Auto Liability, and Errors & Omissions coverage for its Members in excess of the Member’s retained limit, or Self-Insured Retention (SIR), up to $1,000,000 per occurrence. Each Member retains the portion of every loss that falls within their SIR, ranging from $5,000 to $500,000. BCJPIA is also a member of the California Affiliated Risk Management Authorities (CARMA), a risk sharing joint powers authority. When losses exceed the $1,000,000 per occurrence limit, CARMA provides excess coverage. The third party claims administrator for the BCJPIA Pooled Liability Program is Acclamation Insurance Management Services (AIMS).

Auto Physical Damage (APD) Program

BCJPIA provides Auto Physical Damage (APD) Coverage for Program Members. The APD Program is a risk-sharing APD pool that provides coverage for comprehensive and collision damages that exceed $1,000 up to the Alliant Property Insurance Program (APIP) deductible.

Workers' Compensation Coverage

We provide coverage for workers’ compensation losses incurred under the State of California Workers’ Compensation Law and Statutes and within the limits of program coverage. BCJPIA claims are handled by our third party claims administrator, Innovative Claims Solutions (ICS).

The Pooled Workers’ Compensation Program provides coverage in excess of various limits retained by the members. BCJPIA retains the first $1,000,000 of each loss for workers’ compensation and employer’s liability and shares the risk among the members.  For more information about this program, as well as additional layers of excess coverage in place, please contact our staff.

Pooled Property Program

The risk sharing All-Risk Property Program covers the Member’s buildings, building contents, and vehicles parked on the Entity’s premises. The coverage limit is primarily the scheduled Total Insured Values (TIV) of the Members’ property; however, there are sub-limits for certain exposures. In most cases, the coverage provides replacement cost without reduction for depreciation. This program provides coverage from the Members’ deductible of $10,000 or $50,000 to the Alliant Property Insurance Program (APIP) deductible of $250,000. The APIP portion of the program also provides coverage for the sudden and accidental breakdown of Boiler & Machinery equipment.

Employment Practices Liability (EPL) Coverage

BCJPIA obtains primary layer employment practices liability coverage through the Employment Risk Management Authority (ERMA).  ERMA provides broad coverage up to $1,000,000 per occurrence, for employment practices liability and tailored loss prevention services to reduce employment practices liability exposure of its Members.

Safety and Risk Control

SAFETY AND RISK CONTROL

The BCJPIA Risk Control Program provides occupational safety and health and risk control consulting services designed to assess risk exposures, identify internal processes to control risks, and create and maintain effective risk management systems. This includes customized safety and risk control assessments, and the development of best management practices that encourage accountability for risks. The BCJPIA Safety and Risk Control Service Plan is developed each year by the Risk Control Manager with input from the Safety & Loss Prevention Committee, Member Safety Liaisons, and Police and Public Works Representatives. The plan is adopted every fiscal year by the Board of Directors.
